Delivery Taxes are Regressive and Hurt Working Families

Delivery is not a luxury. Illinois residents across the economic spectrum rely on it as a lifeline. 

A January 2025 survey by Morning Consult found that in Illinois:

  • Two-thirds of voters have purchases delivered to their homes 

  • 58 percent use delivery for essentials including groceries and meals 

  • One in four voters use delivery services because of a disability, illness or mobility issues 

Additional data underscores the regressive nature of delivery taxes:

  • One-third of DoorDash deliveries facilitated in 2024 were to consumers in low-income communities.

  • A flat delivery tax takes up a larger portion of income from those least able to pay, including the elderly and SNAP recipients.

  • For residents living in food deserts, delivery is often the only way to access groceries. Taxing those deliveries will make food even more difficult to access. 

  • Nearly 70 percent of Illinois municipalities lack public transit, meaning residents in rural and less populated areas will pay a tax for transit services they cannot access.

Illinois Voters Overwhelmingly Oppose Delivery Taxes

The Morning Consult survey cited above found:

of voters said they’d be less likely to vote for lawmakers who support delivery taxes.

Delivery Taxes Hurt Small Businesses

Morning Consult polling confirms this risk:

  • 68% of Illinois voters said a delivery tax will make them less likely to order online 

  • 64% said they’d cut back on food delivery
